Program Description | Sample Curriculum | Portfolio Requirements


The field of International Trade Policy (ITP) combines the essentials of trade policy with professional skills training. The MAITP degree was developed in recognition of a rapidly globalizing economy and the opportunities and challenges presented to a new group of professional practitioners. The degree program is designed to accommodate the increasing interdisciplinary requirements of practitioners who represent business or governmental interests in the negotiation of legislative policy and evolving international trade policies.

A fundamental philosophy driving the creation of this curriculum is that governments, corporations, and nongovernmental organizations dealing with trade policy need entry-level and mid-career professional staff who are knowledgeable about the fundamental and practical aspects of trade policy and negotiations, and who possess the professional skills essential for practitioners. Because of the unique expertise of the professional training staff and faculty that has been assembled in the ITP program, the Monterey Institute is well-positioned to fill a growing and essential niche in this rapidly emerging field.

ITP degree candidates gain a strong academic foundation in the field of international trade laws and institutions combined with professional skills training similar to that offered by law schools for lawyers or medical schools for doctors.

Master of Arts in International Trade Policy (MAITP) (60 credits)

The MAITP program is designed for students who have completed a bachelor of arts or science program and who are interested in obtaining the academic and professional skills necessary to pursue career opportunities in government, business, and non-governmental organizations with a focus on trade-related issues.

GSIPS Core Curriculum (26 credits)

  • Introduction to Public Policy (2 credits)
  • Public Policy Research Methods (2 credits)
  • Data Analysis for Public Policy (2 credits)
  • International Economics (4 credits)
  • Global Politics (4 credits)
  • Advanced Second Language (12 credits)

MAITP Core Curriculum (28 credits)

  • Introduction to Trade Policy (4 credits)
  • Trade Laws and Institutions (4 credits)
  • Quantitative Analysis for Trade (4 credits)
  • International Trade Negotiations (4 credits)
  • MA Capstone Project (4 credits)
  • Electives, including at least one research seminar on approved topics

Portfolio Requirement for GSIPS Core Curriculum

To graduate from a GSIPS MA program, each student is required to develop and complete a professional Portfolio as part of the GSIPS core curriculum. The purpose of the Portfolio is to demonstrate a mastery of the core competencies for the degree and specialization of the student. This portfolio will be completed two months before graduation and will be prepared in hard copy, or in electronic format.

Faculty advisers and Career Development staff will assist the student in compiling the items that demonstrate mastery of the core competencies built into the GSIPS curriculum, according to guidelines established by GSIPS staff. Workshops will be held every semester on Portfolio development.

Using the Portfolio and the study plan of the student, a faculty member will conduct an oral exam for each student, within the last two months of the student’s final semester, to ascertain how well the student has mastered the core competencies in his/her degree program or specialization. This exam is graded on a Pass-Fail basis. Students who do not Pass this exam by graduation, or have not completed a Portfolio, will not graduate until both requirements have been met.
